I have the honour to enclose herewith an answer to a letter addressed to the Honourable the Secretary of State for the Colonies and which I presume has by now been reforwarded to Your Excellency. The facts are these, I should not have forwarded the letter direct had I known that sugh was contrary to rules for a non-official to do so, or I should have come to you with the letter.
In case you should say, why did I not come to you before, I can only say that some of my reasons were set forth in a letter to the Colonial Secretary and the answer that I received on December 17th, 1915.
